Started from the Library Project in the year 1994 with the financial support from Mr & Mrs. Arnold Hiatt from Massachusetts state, United States, the Library of Fulbright University has always been involved with the development of the University, from the time of Fulbright Economics Teaching Program (FETP) in 1995, the predecessor of Fulbright School of Public Policy and Management (FSPPM), until the official establishment of Fulbright University Vietnam in 2016.

After 20 years of development, Fulbright library now has more than 7,100 book titles, 36 periodic publications (with 12 newspapers and 24 magazines across multiple disciplines), 12 annually paid digital databases, including Academic Search Complete, Alexander Street, Art & Architecture Complete, APA PsycARTICLES, Cambridge Core, EconLit, JSTOR, Kanopy, ProQuest Ebook Central, Statista, Vietnam Statistical Yearbook & 63 Provinces, and VHLSS. Besides, the library also provides access to 18 open online databases, 03 internal databases with more than 600 thesis dissertations in Public Policy, 01 eBook databases and 01 collective databases with thousands of digital magazines in over 30 topics and disciplines in both Vietnamese and English. Most of these resources serves the academic purposes and research in Fulbright University across majors such as: Public Policy, Economics, Finance, Law, Appraisal of Public Investment, Management and Leadership, Engineering, Science, History, Literature, Arts & Media, Psychology, Mathematics, etc.

In early 2022, the Fulbright library has been upgraded into Digital library with three key features: the library management software, online databases, EBSCO Discovery Service (EDS) OneSearch & access administration system (OpenAthens), allowing users to easily and conveniently search for materials in a personalized manner.
